How to share Subscription to other account directory?

There're two account U1 and U2, two directory D1 and D2, two Subscription S1 and S2 I try to add U2 user to U1's > D1's > S1 But U2 if would like to use S1, azure will change to D1's directory. So U2 exist app can't change to S1 Subscription
