After searching through several blogs and solutions, I believe there is no existing solution for disabling the APEX$ROW_SELECTOR based on a value in a column in the Interactive Grid. Are there any other solutions to achieve this?

I'm not sure what you want is possible. But you could try and create your own column of type checkbox and disable that with a row-based dynamic action. Then remove the APEX$ROW_SELECTOR column from the report.
