I have a combo bar chart in Power BI that in graphing a percentage measure. For the values that are 0, but do have data in the denominator, the tooltip will not appear when hovering over the graph. I have added the numerator and denominator values to the tooltip fields as well and this does not force the tooltip to appear. Is there a way to force tooltip to show for data points that are 0? Ideally, I could get the tooltip to show for the two values that have no data as well.
