I am upgrading my Rabbitmq version to 3.13.7 from lower version and certain feature flags are mandate from 3.11 version as per policy.

One of them is "user_limits". I understand the "max-connections" and "max-queues" for users can be updated using "rabbitmqctl set_user_limits" command. But is there any way we can update these limits value using rabbitmq-config file so it will be updated for all users?

I am worried as this feature flag should not restrict users after certain connections.
