My app was rejected by Apple due to:
Guideline 3.2 - Business Distribution:
Apple says my app is intended for a specific business but is submitted for public distribution.
Should I switch to Apple Business Manager, or can I justify public distribution?
Any advice or solutions would be appreciated!

Your app should still do whatever it does without notifications, it just can't notify the user that it has done it or whatever. As for the second question, unlisted distribution may be more suitable if your target anisations don't use Apple Business Manager and an MDM. – Paulw11 Commented Apr 1 at 12:38

Reset to default -1You can do one thing and there is a high chance that it will work. You can place in your app settings a notification button (On, Off toggle). Take a screenshot for it and attach it in the new release and mention for apple that with this button users will be able to turn of notifs. Even if the button does nothing, it will get ur app accepted cause i don't think apple will go this far in testing your app. Make sure you have a notifications permission screen this way it will be optional without any coding. If it's necessary, mention in your app intro screen (when 1st time using the app) that notifications permission must be accepted in order to bla bla bla). I advised you to add that toggle button and take a screenshot for it cause sometimes apple review process is complete frustration and they ask for irrational features that don't abide with ur app's needs. Try it ;)
