Our website has an active SSL, no mixed content and HTTPS redirection enforced, however if I type in the URL as "; or "/", I get the following error message "example doesn’t support a secure connection. You are seeing this warning because this site does not support HTTPS and you are in Incognito mode."

This only happens on Chrome and only in Incognito Mode. As far as I understand it, the SSL should provide for the secure connection and the HTTPS redirection should redirect the HTTP URLs to HTTPS. It also only happens intermittently, anywhere from 1/10 to 5/10 times will this error appear. What could be causing this and how can I troubleshoot?
