I need to generate the database and all related objects related scripts based on existing dacpac. However ideally I would like to do so without running actual database instance. Is it possible to do so either with sqlpackage or somehow in another way?

The final goal is to build the docker image, that would have all the needed databases and objects in it already. So these *.sql scripts will be passed to Dockerfile and be executed on the container build step. There might be better ways to achieve what I want ...
